রফতানি আয়ের চেয়ে আমদানি ব্যয় বেশি হচ্ছে। ফলে বহির্বিশ্বের সঙ্গে লেনদেনে বাণিজ্য ঘাটতি বাড়ছে বাংলাদেশে। ২০১৮-১৯ অর্থবছরের প্রথম ১১ মাসে (জুলাই-মে) দেশের পণ্য বাণিজ্যে ঘাটতি ১ হাজার ৪৬৫ কোটি ৮০ লাখ ডলার। বাংলাদেশি মুদ্রায় যার পরিমাণ দাঁড়ায় এক লাখ ২৩ হাজার কোটি টাকা।
তবে এই ঘাটতি গত অর্থবছরের একই সময়ের তুলনায় কিছুটা কম হলেও অর্থনীতির জন্য ‘স্বস্তিদায়ক’ নয় বলে মনে করছেন অর্থনীতিবিদরা।
সংশ্লিষ্টরা বলছেন, পদ্মা সেতু, মেট্রোরেল, রূপপুর পারমাণবিক বিদ্যুৎ কেন্দ্র নির্মাণ কাজে প্রয়োজনীয় সরঞ্জাম জোগান দিতেই আমদানির করতে হচ্ছে। এতে করে আমদানি ব্যয় যে হারে বেড়েছে, সেই তুলনায় রফতানি আয় বাড়েনি। যার কারণে বাণিজ্য ঘাটতি দেখা দিয়েছে।
বাংলাদেশ ব্যাংকের প্রতিবেদনে তথ্য বলছে, ২০১৮-১৯ অর্থবছরের ১১ মাস শেষে ইপিজেডসহ (রফতানি প্রক্রিয়াকরণ এলাকা) রফতানি খাতে বাংলাদেশ আয় করেছে ৩ হাজার ৭১৮ কোটি ৯০ লাখ ডলার। এর বিপরীতে আমদানি বাবদ ব্যয় করেছে ৫ হাজার ১৮৪ কোটি ৭০ লাখ ডলার। সেই হিসাবে মে মাস শেষে দেশে বাণিজ্য ঘাটতি দাঁড়িয়েছে ১ হাজার ৪৬৫ কোটি ৮০ লাখ ডলার। তবে গত অর্থবছরের একই সময়ে বাণিজ্য ঘাটতি আরও বেশি ছিল। ২০১৭-১৮ অর্থবছরের প্রথম ১১ মাসে বাণিজ্য ঘটতি ছিল ১ হাজার ৭১৫ কোটি ৬০ লাখ ডলার।
এদিকে আলোচিত সময়ে সেবা খাতে বেতনভাতা বাবদ বিদেশিদের পরিশোধ করা হয়েছে ৯৫৮ কোটি ডলার। এর বিপরীতে বাংলাদেশ এ খাতে আয় করেছে ৬৩৪ কোটি ডলার। এ হিসাবে সেবাখাতে দেশে ঘাটতি দাঁড়িয়েছে ৩২৩ কোটি ৯০ লাখ ডলার। যা গত ২০১৭-১৮ অর্থবছরের একই সময়ে ছিল ৩১৬ কোটি ডলার।
অর্থবছরের ১১ মাসে রেমিট্যান্স প্রবৃদ্ধি ১০.৭৫ শতাংশ। পণ্য ও সেবা বাণিজ্যে যে পরিমাণ ঘাটতি হয়েছে, তা প্রবাসীদের পাঠানো রেমিট্যান্সের চেয়ে অনেক বেশি। এ কারণে বহির্বিশ্বের সঙ্গে বাংলাদেশের চলতি হিসাব ঋণাত্মক (-) রয়েছে। তবে গত বছরের তুলনায় এ ঋণাত্মক কিছুটা কমেছে।
প্রতিবেদনের তথ্য বলছে, অর্থবছরের ১১ মাসে চলতি হিসাবে ঘাটতি দাঁড়িয়েছে ৫১৭ কোটি ডলার, যা আগের বছরের একই সময়ে ছিল ৮৬০ কোটি ডলার।
