কেন্দ্রীয় ব্যাংকের একটি প্রতিনিধি দল আজ যুক্তরাষ্ট্রে যাচ্ছে বাংলাদেশে ব্যাংকের বৈদেশিক মুদ্রার রিজার্ভ চুরির ঘটনায় মামলা করার জন্য। আজ রবিবার বিবিসির এক প্রতিবেদনে এ তথ্য জানানো হয়েছে। এ বিষয়ে বাংলাদেশ ব্যাংকের মুখপাত্র মো. সিরাজুল ইসলাম বলেন, মামলা করার জন্য সার্বিক প্রস্তুতি নিয়েই এ দলটা যুক্তরাষ্ট্রে যাচ্ছে। কাদের বিরুদ্ধে এবং কী মামলা করা হবে, সেখানে ল’ফার্মের সঙ্গে আলাপ করে মামলার বিষয়ে তারা চূড়ান্ত সিদ্ধান্ত নেবেন।
যুক্তরাষ্ট্রে প্রচলিত আইন অনুযায়ী, এ ধরনের ঘটনার মামলা তিন বছরের মধ্যে না করলে সেটি গুরুত্ব কমে যায়। ফলে আগামী ৩ ফেব্রুয়ারির মধ্যে বাংলাদেশের পক্ষ থেকে রিজার্ভ চুরির মামলা করতে হবে।
এদিকে নাম প্রকাশে অনিচ্ছুক এক কর্মকর্তা জানিয়েছেন, ফিলিপাইনের আরসিবিসি ব্যাংকের বিরুদ্ধে নিউইয়র্কের আদালতে মামলা করার প্রস্তুতি নেয়া হয়েছে। এ ক্ষেত্রে ফেডারেল রিজার্ভ ব্যাংকের সহায়তা নেয়া হবে।
উল্লেখ্য, ২০১৬ সালের ৪ ফেব্রুয়ারি ফেডারেল রিজার্ভ ব্যাংক অব নিউইয়র্কে রক্ষিত বাংলাদেশ ব্যাংকের অ্যাকাউন্ট থেকে ৮১০ কোটি টাকা চুরি হয়। সুইফট কোডের মাধ্যমে ৮১০ কোটি টাকা শ্রীলঙ্কা ও ফিলিপাইনে পাঠানো হয়। এর মধ্যে ২৭৩ কোটি টাকা ফেরত পাওয়া গেলেও, বাকি ৫৩৭ কোটি টাকা এখনো উদ্ধার হয়নি।
এই রিজার্ভ চুরির ঘটনায় দোষী সাব্যস্ত হয়েছেন ফিলিপাইনের আরসিবিসি ব্যাংকের তৎকালীন ব্যবস্থাপক মাইয়া দেগুইতো। এতে তার ৩২ থেকে ৫৬ বছর কারাদণ্ড দিয়েছেন ফিলিপাইনের একটি আদালত। একইসঙ্গে তাকে ১০ কোটি ৯ লাখ ডলার জরিমানা দেয়ার নির্দেশ দেয়া হয়েছে।
যদিও বাংলাদেশ সরকারের পক্ষ থেকে এর পর ওই ঘটনায় দায়ীদের বিরুদ্ধে ব্যবস্থা নেয়া এবং অর্থ ফেরত আনার আশ্বাস দেয়া হয়েছিল। সাবেক গর্ভনর মোহাম্মদ ফরাসউদ্দিনের নেতৃত্বে একটি কমিটি গঠিত হয়, যে কমিটি তদন্ত প্রতিবেদন দিয়েছে। কিন্তু সেই প্রতিবেদন সরকার প্রকাশ করেনি।
যেখানে গত তিন বছরেও তদন্তের প্রতিবেদন প্রকাশ করা হয়নি, সেখানে যুক্তরাষ্ট্রের এই আইনি পদক্ষেপ থেকে বাংলাদেশ ব্যাংক কতটা আশা করছে এমন প্রশ্নের জবাবে মো. সিরাজুল ইসলাম বলছেন, ‘দেখুন, আমাদের এখানে সিআইডি তদন্ত করেছে। আন্তর্জাতিক মামলা করার জন্য যেসব প্রস্তুতি, সতর্কতা দরকার তার সবই নেয়া হয়েছে। সুতরাং আমি মনে করি, এখানে আমাদের কোন দুর্বলতা নেই। অতএব আশা করা যায়, আন্তর্জাতিক আদালতে মামলা করলে আমরা ন্যায় বিচার পাব।
এ মাসের ভেতরেই মামলা হবে বলে গত ২০ জানুয়ারি অর্থমন্ত্রী আ হ ম মুস্তফা কামাল বলেছিলেন। এ মামলা দেখভালের জন্য বাংলাদেশের একজন এবং আমেরিকায়ও একজন আইনজীবী আছেন। তারা যৌথভাবে সময় নির্ধারণ করে মামলা করবেন।
